Sharing Apps Across Workspace Capacities

Hello all,

I'm hoping somebody can answer a question I have to help solve a roadblock my organization is running into.

We are currently in a spot to start issuing PPU licensing to a certain subset of users. The users who will be getting the PPU licensing are essentially our developers that will be creating content to be consumed by the rest of our organization. According to some Microsoft documentation, even if a Workspace (and the subsequent app) is developed in a Premium capacity, those with Pro Licensing should still be able to view the app. Though the documentation is saying this, I am not seeing this behaivor. I created a workspace with my PPU license and created an app that included 2 of the 3 reports in the workspace, shared it with a few users who have Pro Licenenses, and they were unable to see the content and were prompted to either start a trial or upgrade their license.

Am I misunderstanding something here? With the size of the organization, we would be approaching the cost for a Premium capacity license on a per monthly basis which we just can't justify at this time. I would like to be able to have separate workspaces for each department, utilize Deployment Pipelines, and create apps off of the production workspaces, but that is only possible if I can share the content with Pro users.
