Sharing App outside organisation

Hi Russ99,
You said you have added the external user to the workspace. If so, I believe you have added the external user as a guest user.
It seemd that you want your app to be automatically installed on external user's Power BI service. But remember, Guest users who haven't accepted an invite don't get apps automatically installed for them. So you have to make sure they have accepted your invitation. For more information, please refer to: Publish an app in Power BI - Power BI | Microsoft Docs
So the next thing you need to do is:
1.Give app access to external user, and Select the option ‘install this app automatically’.
2.The external user must sign in with their organization email address. When they open Power BI service, they can see that the app has been downloaded automatically.
