Why can users view a report with data from a sharepoint site that they don't have access to?
I am able to build a report with an excel file held in sharepoint online, and I can share it with a colleague that doesn't not have access to the site but can still view the data in the report.

When you create the report in Power BI Desktop your credentials will be used to fetch the data.
When you publish the report to the workspace you are asked to reauthenticate with the sharepoint. Again, you provide your credentials and the Power BI Service will use these to refresh the data.
So - whatever credentials you provide will define the scope of the data shown in the report, regardless if the report users have access to the original source or not.
