Shareable Link is usable by anyone despite specified users

Couple of things to check here that might help:
1. Other users should not be part of workspace with any role (Admin, Member, Contributor or Viewer)2. Click on the 3 dots against your report in workspace -> Manage Permissions -> Remove Reshare permission from the links sections for the links and check Direct Access as well

Thanks for the reply from Anand24 .
jarwest , after my test, users who are given the following permissions can access the report,
and users who do not have permissions will pop up the permission request window.
You can go to Manage permissions to check whether there is a link with other permissions, and you can also check whether permissions are set for other users in Direct access, as shown in the following figure, the link grants permissions to the entire organization, so all users in the organization can view the report without being restricted by specific users.
