Hi, all.
I am trying to share Power BI reports with other account (Power BI Free Account).
X: Premium Per User account.
Y: Free Account.
X and Y are the same organization members. (on O365 domain)
1. X create premium work space : = app workspace
2. X upload pbix file to the premium space.
3. X create app.
( I tought that Y can view the app, but Y could not view it)
4. X endosed the app.
(but Y could not view it.)
5. X create embedded code for web.
6 X send the link to Y
7. Y open it with web browser.
(but Y could not view it.)
do you have any solution?

Content made by a user with a PPU license (so content in a PPU workspace) can only be consumed by PPU.

If you want to share the report to free users, you must ensure that the workspace is in premium capacity instead of ppu capacity.
You can reference it:

I comprehend that I must have not a "premium per user account" but a "premium capacity" account
to share my report to other free account.

If you share the App with Y, they should be able to view the content.
Can you confirm that the App Workspace is in Premium Capacity?
