Share a report with user without sharing dataset
Workspace 1 has Dataset 1
Workspace 2 has Dataset 2 ( Built using Dataset 1 and few excel files)
Report 1 in Workspace 2 (Report 1 built using Dataset 2)
Goal : Giver user read access to view Report 1
Issue: Since user does not have access to Dataset 1 they are unable to see Report 1

Yes that is because the dataset is in another app workspace.
You will have to give the user read access to the dataset.
