Hey forjar ,
you can not create a "Fabric Capacity" workspace without a dedicated F capacity. By default you can use Fabric workloads with P capacities when you or your Power BI Service Administrator enables the use of these workloads.

Community Championforjar When you say unavailable, do you mean it is greyed out or you don't see the option?
It is greyed out and I can't select. I do see the option, just can't select it.
