Setting up Security for Apps

Hi,

We are in the process of transitioning our reports to PowerBI. Part of our discussion is what is the best way for our users to gain access to those reports. We would like to take advantage of using Apps and Audiences but we also like to have RLS as well for some of our reports. Looking for suggestions on how you are doing that.  Below is map flow of how we would kind of like it to work. If you think this would work, please let me know.
