I have used my applications API to push data to the company I created using the Power BI REST API.
Is there a way to set up the table relationships?
1. I cannot see a way to do it through the Power BI Service, is this possible?
2. I also cannot see a way to load the company I created using the REST API into Power BI Desktop, is this possible?

No, you do not have that functionality in Power BI Service, only in the Desktop. You can post an Idea, but I would expect it already exists.
