We are a large organization with 4 Premium Capacities. Experiencing issues with semantic models stuck and unable to cancel refreshes. (Refreshes just say "Canceling"). Impacting multiple capacities, and multiple gateway clusters
1) Tried rebooting gateways
2) Tried cancelling refreshes via API
No success.
Is anyone else experiencing this?

Thanks for reaching out to the Microsoft fabric community forum. It looks like your PowerBI semantic model refreshes are getting stuck in the canceling state which is affecting multiple capacities and gateway clusters. The refreshes are not completing nor cancelling, which fails the next refresh attempt to register. As @GilbertQ suggested to go with the API to cancel the refresh, kindly go though the documentation and try if your issue can be resolved.
Also you can try to move workspace temporarily out of premium capacity. This is a known workaround, moving the workspace out of Premium can force the cancellation to complete immediately. You can move it back once the refresh is cleared.

@Anonymous as mentioned in the original post (and my reply to Gilbert), we already tried to cancel the dataset via API and it does not work. Opened a ticket w/ Microsoft support, they've confirmed it is something w/ PBI service.

The only thing I can recommend doing is to use the following API to cancel the refresh.
Datasets - Cancel Refresh In Group - REST API (Power BI Power BI REST APIs) | Microsoft Learn
Another option is to open up SQL Server Management Studio. Open up SQL query profiler on your semantic model to see what is actually happening under the hoods.
Unfortunately (as mentioned in the original post), cancelling via API doesn't work either. It returns a 200 succcess, but then doesn't cancel. We've opened a ticket with Microsoft, but curious if other people are seeing similar issues.
