Server User Not Seeing Latest Dashboard Updates

A Read-Only service user is unable to see the updates made to a dashboard.

When I open the dashboard in PBI Service, the updates are there. When they open the dashboard, it is showing a previous version of the dashboard.

Things we've attempted, without success:

1. Clearing cookies
2. Refreshing the dataset(s)
3. Refreshing the dashboard
4. Re-publishing the dashboard to the cloud
5. Deleting existing dashboard and dataset from cloud and then re-publishing dashboard under a different name
   1. This was closest to being successful. The user could see the updated dashboard, but when they clicked button to switch to a different page and then came back, it was back to the old view.

Some background on the dashboard:

• Multiple pages
• Buttons on each page route the user to different pages using bookmarks
