Helper IISeperate Semantic Model Permissions between Excel and Power BI
Dear Support Team,
I want to grant customers access to an Excel report built on a semantic model. However, this requires Build permissions on the dataset, which also allows them to create Power BI reports—something I would like to prevent. I only want to grant them access through Excel, not Power BI. However, I can only see the Build permission, and there does not seem to be a way to distinguish between Power BI and Excel permissions. Is there any way to achieve this separation?

There is no way to separate Build permission between Excel and Power BI. Build permission is a single, unified permission that grants the user the ability to connect to the semantic model from any client tool, including Excel (Analyze in Excel), Power BI Desktop, and third-party tools via XMLA. You cannot allow Excel access while blocking Power BI Desktop access at the permission level.
