Semantic model unable to click on settings

We are dealing with multiple tenants and for one of the tenant the semantic model behaves oddly, so on the workspace I have admin rights and can perform all actions and when I upload my report I am trying to setup scheduled refresh for the semantic model, but even though I am clicking on the "Schedule refresh" or trying to access the model's "Settings" nothing happens. I checked the console and this is what I can see:

That the XHR component is failed to load in.

It can be that tenant admin is wrongly setup'd the workspace or can be another cause of this issue?

The answer lies here: Azure AD B2B Guest users can now edit and manage content in Power BI to collaborate better across or...

At least some kind of error message would be good from PBIS, to understand that why it is happening.

The other strange thing is that I can't see the left pane on the home page:

I checked other tenant where we uploaded reports and the same there as well.

Same issue.  Clicking on Dataset does nothing.
