Semantic Model Permissions in Power BI Service
Hi
We have semantic model built and published to workspace in Power BI Service.
Before I just used to give access using manage permissions to only read and build. The users are able to connect to this semantic model from PBI Desktop and build their reports on top of semantic model.
But now, they are not able to connect to semantic model unless they are provided with write access.
With only read and build, the users are experiencing the issue shown in this screenshot. Can i get why this is the case ? Has any thing changed from microsoft ?

Rajesh_Yarlagad That seems like a bug. Check here under Known Issues: Microsoft Fabric service status and if not there, open a support ticket.

Hey Rajesh_Yarlagad ,
Some troubleshooting steps you can follow to resolve the issue:
1. Verify Dataset Permissions
-
Go to the dataset in Power BI Service.
-
Click Manage Permissions.
-
Ensure users have Read and Build permissions.
-
If needed, temporarily assign Contributor role to test access.
2. Check Workspace Role
-
Users with Viewer role may face limitations.
-
Try assigning Contributor or Member role to see if it resolves the issue.
3. Clear Power BI Desktop Cache
-
Go to File > Options and Settings > Options > Diagnostics.
-
Click Clear Cache and restart the app.
4. Re-authenticate in Power BI Desktop: Sign out and back in using the correct organizational account.
5. Check Dataset Visibility: Make sure the semantic model is not deleted, renamed, or moved. Certified or Promoted for visibility in Data Hub.
6. Confirm Licensing: Ensure users have a valid Power BI Pro or Premium Per User (PPU) license. Trial licenses may expire and cause access issues.
