Semantic Layer - PowerBI

Hi,

   We have a typical end users ad-hoc report developmnet requirement.

Scenario: we have a reporting database with 20-30 dimension and fact tables (start schema). Instaed of giving all end users access to DATABASE we would like to create a semantic layer which users can use to develop there own reports (this is typical ols school reporting process liek OBIEE RPD, SAP BO UNIVERSE)....

What is the best approach in powerbi for this kind of requirement ,  where a super user maintains DATAMODEL in desktop pbix file and 100's of end users develops reports on powerbi.com , these end users dont have to install powerbi desktop.

One Solution: Create a workspace and export dataset to it and add all users as admins of the workspace. In this case ,drawback is  workspace users can open/delete others users reports/content.

any other possible/best approach?
