Self Service Best Practices?
Is there a recommended approach to allowing users to create their own reports off of datasets we create in IT?
Do we create a workspace to hold all shared datasets. Share them out to Bob in Finance or whoever.
Bob can connect to the dataset in the service and publish to his Finance Team workspace and app?
Is that the gist of it? Is there more documentation on a recommended process?

The best practices for that will probably vary between companies.
We hold our datasets in workspace only accessible by admins, but it's build permissions apply to nearly everyone. While any user can connect and build a report, we've told them that if it's worthty of mass consumption, hand it over to be audited and then published into our "certified" App. The point is that ALL users can trust reports in the App, but if they receive a report outside of that App...they are to understand it hasn't been officially audited.
I don't personally want people to spend time building reports. The best way to do that is to continually talk and inquire about the need ,build something better than they can, and make it fully accessible.

We have some power users who definitely can make their own reports but we don't want them creating the datasets. We'll likely have an approval in the work they do if it's to be used outside but a lot of things we are day to day work that they want to create some things for.
My idea was similar. Put them somewhere only admins can access but shared out with build permissions so "Bob" can create some reports used internally by his team.
