Self Service BI and Licensing
Hi Anonymous,
When buying Premium you surely don't want to give 1000 users a pro license, so luckily the Viewer Role was introduced in July of last year (on which I wrote about here), which you can give the Build permission on a dataset.
So with a dataset in a Premium workspace, provide a user the Viewer role and the Build permisson (I believe this comes standard with this role) and a user will be able to self-serve by creating reports in Power BI Desktop on the (live) dataset.
Because they don't have a pro license they then can NOT share this report with anyone, but they might be able to hand it over to one of the (100) dev's who can distribute it if necessary.

I understand with Premium capacity we can roll out to wider audience as App with View only permission. In the App release process, we have the control to let end user to "Reshare" and "Build" new report from the dataset.
For the Non-Pro-License Users to build new report from the Power BI dataset, does it have to be only Power BI Desktop or they can create new report in the Power BI Service? Do they need Pro license to save the new report in Workspace ?
By introducing Azure Analysis Service to build live reports , can end users without Pro-License use Power BI Service to build the self service report. In old days end user can connect to SSAS from Excel and build pivoted reports and charts, i am wondering if they same can be achived using Power BI Service.

Hi there
Yes you can share via an App or the Viewer Role in an App Workspace.
You will need a Power BI Pro license to deploy the reports to an App Workspace (where the users will have to have contributor or member permissions)
Whilst any authenticated user can connect to Azure Analysis Services to build reports, they would once again need a Power BI Pro license to publish it to the Power BI Service to an App Workspace.
