Self Service BI - Best Solution with Power BI

and already thank you in advance for possible help.
We would like to implement a Self Service BI solution in our company. Our current setup looks like this: we have a DWH in Snowflake and save most of our tables in one central power bi dataset and create all our measures there. Based on this dataset we are creating 95% our reports.
This would be kind of an ideal solution:
But there are some limitations within power bi with dataflow and datamarts.
Our vision would be: You have one central dataset based on different dataflows, where we save all the dax formulas etc. Then you can build based on this dataset a data mart (for example: Filter for a specific region or sales channel). Which only consists of this data but still has all the measures created in the central dataset. I would imagine that these things did already occurr in the past with someone.
If you have any ideas, I would love to discuss 🙂

I am thinking that if the big goal is to have a centralized location for the measures and the data then why not go from Snowflake/SharePoint to the Datamart? And then, from the DataMart have your Dataflows hanging off of it. This allows you to set up all your measures in one location and have the Dataflows using it and the dataflows can be bits and parts without recreating the meaasures or other custom bits?
Or, I guess, technically speaking you could have one big DataMart and a few specialized, smaller DataMarts hanging off of it with pertinent bits of data.
Another thought, which may or may not be easier and depends on how you are getting the users to use data is that you might even just have one Datamart or two and then build templates in Power BI itself and use those rather than Dataflows at all.
My thinking is that since Datamarts are more powerful/capable than Dataflows that you start with the Datamart and then use that in the Dataflows/reports.
