Selection of BI Tool

Based on what factors an organization can select BI tool for reporting purpose , example Power BI , Tableau, Looker etc?

I know cost is one of the factor

I think that, as you mentioned, cost is a critical factor.  But, there are many internal factors to your organization as well.  Such as:
 

• What tool(s) have your folks used in the past and they are familiar with?
• Which tool has the most capabilities that your organization needs?
• What are you really going to use the tool for (not just "reporting" but what are the reports used for)?
• Do you have dedicated people to Administrate and Support the tool? (Whether part-time or full-time?)
• Do you share with external users?  If so, what are there expectations?
• Do you want to be in an isolated environment where you are only able to create reports based on the tool's abilities or on your abilities? (I believe that Power BI has the most out of box connections AND has the most "build-your-own" options.)
• Do you have custom visuals that you will need?  And, which tool is it easier to create custom visuals?
• Support - which tool has the best support - in terms of community and by the supporting/creating company?  How much does it cost to get that support?

Some of the answers to some of those questions will potentially lead you down the path as well as to the best choice.
