Select All doesn't Select All on Report Subscription

The situation you describe is indeed a limitation of subscriptions. You can submit an idea for it at https://ideas.powerbi.com/ideas/ and wait for users with the same needs as you to vote for you to help make it happen as soon as possible.
Perhaps you can use subscriptions to paginated reports. Paginated reports allow you to specify the view of the report people will receive in the subscription by setting the parameters in the subscription pane.
If your report author has set expression-based parameters (for example, the default is always today's date), the subscription uses that as the default value.Best Regards,
