For organizations with a limited number of report creators and a larger audience of report consumers, starting with a lower-tier SKU (e.g., F2 or F4) combined with the necessary Power BI Pro licenses for creators and consumers can be cost-effective. Ensure that all users interacting with Power BI content have the appropriate licenses.

If your reporting needs grow or if you require advanced features, you might consider scaling up to a higher capacity SKU, such as F8 or F16. Additionally, capacities of F64 and above allow users with Free licenses to view Power BI content, potentially reducing licensing costs as your organization expands and reducing the reliance on individual licenses for consumers.
