I have been trying to link goals from another scorecard; when I do this, scorecards are now listed. Is there a way to correct this? I have created a lot of scorecards and have used this feature before.

This is a bug in the Power BI UI that was reported through support. The issue appear to have something to do with cached data when displying the available Scorecards in the user interface.
A work around that was discoverd while on the support call was to Navigate to the Metrics and then browse to All Scorecards to get the site to cache the screcard list for the session. Once I closed the browser and went back to try to link a goal my list was blank but I was able to populate it again by going to the Metric tab. To me this indicates it is stored in a session variable so will need to be repeated each time you start a new session.
The work around meets my needs and hopefully a fix will be put in place to avoid the workaround as this function becomes GA.

This still isn't resolved. I have had a support ticket open with Microsoft on this issues since the day I posted it with no resolution yet.

Thanks for reaching out to the Microsoft fabric community forum.
Please make sure that there are at least two or more scorecards in your workspace, then you will see other scorecards when you click on "link to an existing goal".
As you have mentioned you have created lots of scorecards before, please re check if they have been deleted or they still exist in your workspace.
I have two scorecards in my workspace named 1_scorecard and 2_scorecard.
I am trying to link to an existing goal from 2_scorecard and 1_scorecards successfully pops up.

It is working, I opened my existing scorecard and clicked on "New" dorpdown and I could see an option "Link to an existing goal (preview" option. There I can see all my existing scorecards and golas within them.
