Starting today I noticed that the option to schedule the time for refresh is missing from all of our hybrid models in the Service; however, it appears like the scheduled refreshes are still set up.
Here is where it is showing the next refresh.
Is anyone else having this issue? We need to change the scheduled refresh times.

Have you checked under "Optimize Performance" Option?
If the scheduled refresh header in the dataset settings is disappearing, you can look for it under Optimize Performance.
When the workspace is premium per user / premium per capacity, and the data connection mode is Directquery, "Optimize performance" will appear. And optimize preformance is equivalent to schedule refresh.

The scheduled refresh for direct query will not appear generally like other datasources. You can still configure it under the optimized performance option as recommended by others.
