Save the value in dropdown

I have a dropdown with a list of dates. From time to time I edit the report in power bi service, change the date and save the report. If I save the report on the website with the selected date 01/03/2020, then after opening this report in incognito mode, I would like to see the selected date.
And sometimes it happens that I see the old date (e.g. 15/02/2020).

Why can't users who open the report see the date from the last save? Could this be a problem with cookies?
