    After searching I ended up at another question on the forum, which explains the same error (Cannot load file or assembly 'CefSharp.Core.dll'), although with installing PBI Desktop, and resolves it by upgrading from Windows 8 to W8.1.

    So I think the problem is, because you are refreshing in the service, the Gateway server you are using is running on Windows 8. You might wanna try upgrading that to Windows 8.1 and make sure the latest version of the Gateway is also running and then try refreshing again!

Thank you again nickyvv , it was installed on several servers, but the answer gave me an idea of what could it be, because I tried it on newer servers and it worked perfectly. So I asked the clients to upgrade the .NET framework, and the gateway, hoping that fixes it
