Impactful IndividualRunning paginated report from web app
Let's say I have a published paginated report. Can a client run it from a web application by simply navigating to the provided URL?

If by published you mean published to the Power BI Service. The same licensing applies to paginated reports as it does for power bi reports. The user calling the URL must still be authenticated by the Power BI service in order to access and run the report.
