I am thinking it is not possible but my manager is asking so I will just ask the question here just to confirm,
who knows, maybe i am wrong.
We have set up row level security using roles successfully but my manager does not like it because we have to add or modify/delete users through Securty Settings in Power BI Service.
Is it possible to apply row level security without using roles, say one column would be assigned "True" or False" dynamically based on the logged in user name, and the user can only see the rows with "True" ?

You could use O365 security groups instead of managing individual users in Power BI. Although you then just have to do the same for the security groups... Just a different version of the same thing really :S
