Role Level Security does not add several users at once

You are trying to add these users to dataset security from Power BI Service ?
Please get your admin create a security group and add these 60 users to that group and you can then assign this security group permission to your dataset. No need to assign permission to each user individually.Regards,

You can add uses to a group, then use the group to set RLS. You can use the following groups to set up row level security.
- Distribution Group
- Mail-enabled Group
- Security Group
