Returning the best option

Hi guys!

I am trying to create an automatic process in Power BI by crossing information between 2 groups: Student and tutor.

The student give me information such as: age, area of graduation, area of business, reason why he wants to learn English, etc.

Let's say he is 25 YO, Graduated in Software Engineering, works as software developer and wants to improve his English to study in some university in the US. 

And on the other side, I have a huge list of different tutors with different ages, graduation, area of business, etc.

Problem: Based on these information, how can I cross this data in order to return the best tutor for this student?

What should I do so it will give me the best tutor based in this type of information between student and tutor?

HELP!

The most important parts are:
1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
