Hello,
I recently published a data report to web (project is meant for public reporting) and I was hoping to keep the Power BI service feature which allows users to download data in the visualisations.
Is there a way I can switch this feature (or something like it) on in my published project? If not, does anyone have a work around for this scenario?

My opinion is that if you use the “Publish to web” function to share your report. The end-users don’t have the authority to download data from visual in the report. They can only view and interact with the report. You should keep in mind: If you don't have permissions to the data, you won't be able to export data from visuals.
As a result, I suggest you give the access of dataset to the end-users through workspace or APP, which is more functional and safer.

WIth Publish to Web, there is not security and there are limitations on the ability of the user in what they can do. That includes the ability to download the data. Publish to Web has quite a few limitations and there is a whole section on it at this URL (including that you can't export data):

However, if you use Power BI Embedded, then you can allow users to do many more things with the data. And, this allows for security. You can learn more about embedded here:
