For some reason when navigating to the related report from a dashboard, the slicer selections are retained. This was working a week or so ago around 6/7/2018. No changes have been made to the desktop file and I tried refreshing data and re-publishing to the service to see if this fixed it, it did not. Any help would be greatly appreciated.

I'd like to suggest you take a look at support page, it seems like a known issue power bi team is working on:
When the user accesses a report that has a slicer or accesses a report with a slicer through a bookmark, the user may receive a blank screen. As a workaround, the user can click the Reset to Default button to bypass the persisted filter in order to load the report. Engineers have identified the issue and are deploying a fix. Next Update @06/19/2018 11:00 PDT

Do you mean pass selection from 'pin live page' tile to report page? If this is a case, I think power bi not support this, dashboard tiles change not effect source data and reports.
