Restrict the access in published report and export data option
We are using PowerBI Government. I've publishing reports that only people that has PowerBI Pro licenses can able to get. ANYONE else that has "Power BI (free)" license looks like don't have access and actually looks like is going to PowerBI Commercial.

That appears to be working as expected.
This is because in order to view shared reports, dashboards or apps you need to have a Power BI Pro License. Or you need to have yourPower BI App Workspace on Premium Capacity which will allow for Free Users to view the shared data.
