Restrict creation of Dataflows

We have a large organization with trained power users who are trained to build own reports based on pre-existing datasets, enterprise data warehouses and local data. And we also have a highly skilled BI Team, taking care of the enterprise reporting.

I like the idea of dataflows which can enable us to provide entities from the enterprise data warehouse which can be re-used by our power users. This reduces duplication of data drastically.

However, as Dataflows have a direct impact on Premium utilization we would like to control the creation of Dataflows by only enabling certain users to create new dataflows.

Is there a way to manage this? E.g. that only a BI Team can create Dataflows and Power Users can then make use of the entities?
