Restrict access to update a dataset and corresponding report in Workspace

We have below use case:

We have created a report and published it to a Premium workspace.

We want our users to create their own reports using this dataset associated with report which we have published.

However, we want to restrict them from editing the report or dataset. Currently users can download the pbix, make updates to report and dataset and replace the original report and dataset. We want to restrict this. Users are given Contributor role currently.

 

Any help will be appreciated!

You can assign viewer role to prevent this. Its better to have one workspace , so that users can create their adhoc reports based on this dataset and publish to the _another workspace.
