Restoring a Semantic Model after seeing a Region error

The error that you are receiving is most certainly true in terms of the capacity is now in A different region. What you have to remember is that your fabric capacity administrator can move certain workspaces including My workspace to a new region which would potentially 'cause this error. What I can say is that you can potentially still extract the semantic model into a PBIP format using a Visual Studio Code extension and the blog post as shown below.

That is a very useful tool for extracting reports and models.
However in this case, I cannot see this user's workspace - I think it has to do with his having signed up for a Fabric trial on his own rather than relying on our enterprise licenses. And in any case the point is moot, as he decided to cut his losses and recreate his report, but this time in an appropriate shared workspace.
