Reshare permission not working

I have a workspace with a dataset which can be used by others from our organization as a shared dataset.

We manage permission on dataset level for each user. I gave one of my dataset user reshare permission to reshare the dataset with other users. However when she tries to share the dataset she gets an error: failed to grant acces. The user has a pro license btw.

Any idea what is going wrong?

Is she sharing, or is she trying to grant access requests? That error is typical for users trying to grant access requests when they are not members of the workspace... different permissions are required for sharing vs granting requests (weird I know).

She is not a member of the workspace. She has build and reshare permission. She is trying to share the dataset with another user.

Instead of sharing, have you tried granting build access? This gives users the ability to connect to the dataset from PBI desktop, Excel, etc.
