Hello,
suppose I have a premium workspace containing a dataset and a user with the viewer role for the workspace and build permissions for the dataset.
If this user does not have a Power BI Pro licence, am I correct in assuming that this user will be able to use the "analyse in excel" function within the Power BI Service, but not the "Get Data from Power BI Dataset" function within excel?
MS documentation for analyze in excel requirements:

MS documentation for "Get Data from Power BI Dataset" function in exccel:
Create a PivotTable from Power BI datasets (microsoft.com)
This would be strange as both methods essentially do the same thing, but have different license restrictions.
