Request for access goes to wrong person

Hi Power BI Community,

I have very specific case, with which I have never met before. There is a report located on Classic Workspace. Link to this report is generally availble in my organization, but when a person wants to access the report for the first time using the link, "Request access" window appears. Of course nothing would be wrong with that part, but when user requests for access, the mail with request for access goes to wrong person. It doens't go to dataset owner, to the admins of the workspace or admins of the group (to remind - this is classic workspace) or even to members of the workspace. It goes to two users, who only have "read" permissions to the report (not even to whole workspace) and thats it.  Do you have any ideas what might cause such weird behaviour of Power BI?
