Request access instruction

Hi

I try to change "Request access" from sending emails to dataset owners to a custom message, choosing "User requesting access will get the following instructions" filling up the instructions, apply them. 

But it doesn't change, and every user which wants to have access to a particular report continues to receive an old form, which sends emails with the requests.

Maybe someone has the same issue or knows how to fix it.
