Many of my businesses' users are reporting that when trying to open reports in Internet Explorer, they are opening in small pop-up windows that they are unable to resize or maximize. This makes viewing the reports difficult to impossible. I have tested this myself and found it occurs on the Home pages and the Shared with me page, but I am able to navigate to the workspace and open reports there normally.
I've advised users to use another browser, but since many users rely on bookmarks they've saved in IE, this is inconvenient for them.
Is this a known bug related to something Microsoft recently rolled out? Is there an ETA on a fix?

I do think this is a bug. Lately services has been behaving awkwardly.
Few days back, the subscriptions were not getting opened in the old look and when i switched to new look, it was working properly. You can try the same, i.e., swtiching to new look.
Also, try to open reports in incognito tab and after clearing cache.
You can raise a support ticket here if nothing works since this moreover seems to be a bug.

@JonV - Well, something definitely seems to have changed in the Service. I am getting a slightly different experience when I first log on than I did. However, I am not seeing the experience you describe in IE, which I just fired up for the first time in like forever. I am using IE11, what version of IE are your users using? Also, are they going into the Service and accessing reports, workspace, report or are they using an App?

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
Similar but not quite the same issue.
Using Edge or Chrome, opening reports from a workspace will open the report in a new tab and will not have the navigation panel (left side) visible or accessible.
This was not happening yesterday.
