Please find below additional steps that may assist in resolving the issue encountered while publishing:
- If possible, attempt publishing from a different computer or a separate Power BI account to eliminate any local issues.
- Power BI tracks reports using Report IDs rather than just names. If the newly published report is generating a duplicate instead of replacing the existing one, it is likely that the Report ID has changed.
