Has anyone else had an issue with this? There are reports I have built, published and maintain but just recently some of these reports are only letting me download a PBIX randomly. I cant seem to figure out if im doing something wrong or different that might be causing this. Screen shots below to help explain, I have built and published both of these reports and datasets:

If you create Power BI reports in the online service only they cannot be downloaded.
Also if your PBIX file is using Incremental refreshing it cannot be downloaded from the Power BI Service
I recommend always creating and maintaining the PBIX file with Power BI Desktop and uploading.
