Report view when multiple users share Pro license
20 employees? 20 pro licesens.
There's no concept of concurrent Power BI Pro users, these are individual licenses so each of your users will need their own license:

Yes, 20 users and 20 Pro-licenses.
Using same ID by different users is a security breach itself which may work but will not be supported
