Report subscriptions not working properly (maybe?)

Hi All,

I have a few users with problems with email subs for Power BI. They all have Pro licenses. Here's the deal:

They can set a sub up for themselves and it works perfectly. But when they set up a sub for others, say their direct reports, and have their email addresses in the sub with them, the managers don't get an email. Only the direct reports get the sub email.

I have tried to change their workspace access from Member all the way up to Admin and it still does it. However, as I am the creator of the workspace and an admin, the sub function works fine for me and sends emails to myself and everyone else I add to the field. These are the first of my company to take advantage of the subscription function, so I don't have anyone else to help me test. They are in another country, but still utilize an organizational email address and UPN.
