Does anyone know the method do updating contact information for all reports in workspace via PowerBI API or other tool?

To my knowledge, there is no way to programatically set that field.
It is auto populated with the publisher/creator of the report, but may be manually updated as you already realized.
My only proper suggestion, if this is about directing users to contact the proper owner of a report, is to create a separate "Help Page" in your reports, in which you describe relevant information to your end users. I've had much better luck with users accessing such a page, than the ones hidden around the Service UI.
Such a Help Page can even be made dynamic, if you use Calculations to dynamically retrieve values.

Regarding your question, if your requirement is that all report contacts in the workspace have the same information and support uniform modification. You can try using Microsoft 365 groups, and if you want to update the contacts, go directly to Microsift entra id in Azure to modify the group membership.
