Report in Workspace not visible to one Member

I have a strange problem with a new Power BI developer.

We operate Power BI Premium Gen-2 with a number of workspaces each containing multiple reports.

 

A new developer has been set up with Member permissions to a number of workspaces. We noticed that when they republished one of our Apps in the PBI Service, one of the reports was missing even though it's in the workspace and enabled for publishing in the App. Investigating, I found that the report is not listed for that one user when they look at the workspace - all of the other 8 reports in that Workspace show up.

 

Any ideas what's going on or how to resolve this, before I raise this as a bug with Microsoft Support?

They have permissions to the entire workspace and are a workspace Member. Hence my confusion.

This stuff can get out of sync. Remove the user from all access (workspace, datasets, reports) then add them back in as needed.

in the report permissions can you see that user?

 

Alternatively, can you make them a workspace member or contributor?
