If the report is published to the Power BI Service after the data refresh or manual refresh is configured, the report will be updated if it is modified on the Power BI Service.
If the report is published to Power BI service and then modified on the Power BI desktop (such as adding a report page, adding a new visual, etc.), the report on the Service will not be updated, in which case you can only choose to republish to the Power BI service.Hope it helps.
