    Based on the error message "DM_GWPipeline_Gateway_AdoNetProviderOpenConnectionTimeoutError" and your observations, it looks like that the issue is related to how Power BI handles data source credentials and gateway permissions after an ownership transfer. This issue is likely caused by Power BI’s authentication mechanism after an ownership transfer. Even though credentials and permissions seems correct, Power BI may still have legacy mappings to the previous owner’s credentials at the gateway or dataset level. As you already mentioned there has been no changes made in your gateway, tenant, or data connections. But the error indicates an issue with the gateway connection, particularly with the "ADO.NET" provider timing out while trying to open a connection. For this the data source credentials had to be re-entered after ownership transfer, implying PowerBI might be using incorrect or missing credentials for the gateway. You can recheck your Data source credentials or check if the dataset is correctly mapped to the enterprise gateway or reset your refresh permissions. If problems still exist then try recreating the dataset under the new owner’s account and republishing it to ensure a clean credential mapping.
