Report Downloading Issue from Power BI service

I have created a report in the workspace, which i have admin access in the power BI service(fabric). I am not able to download that particular report or  reports in that workspace. But, i have copied one report from other workspace, that i can download it. 

I cannot see any tenent level setting in the admin portal.

@PowerBI_Master could you sharescreenshot?
After running that API, if it responded with code 200 it means everything is fine. 
The original report would still not be downloadable, but the new report that you published has now completelly the same layour/design/functionality as the original report.
And this one you can download and later republish (override) the original file.

@Vamsi_468 , there is a nice trick that i use in this case.

Steps:
1. create a new report via power bi desktop application. Connect to same dataset as the report you can't download from Power BI Service. Publish this report to same workspace as the report that can't be downloaded

2. get workspace ID, ID of non-downloadable report, ID of the new report

3. go to Power BI Rest API "Update report content in group" -  https://learn.microsoft.com/en-us/rest/api/power-bi/reports/update-report-content-in-group

4. click on button "Try it"

5. connect using same credentials you use to connect to power bi service

6. Populate parameters
groupId = workspace id
reportId = ID of new report that you published

Body script:
{
“sourceReport”: {
“sourceReportId”: “abc12345-123a-123b-1234-abc123abc123“,
“sourceWorkspaceId”: “abc12345-123a-123b-1234-abc123abc123
},
“sourceType”: “ExistingReport”
}

Comment:
sourceReportId = ID of non-downloadable report
sourceWorkspaceId = workspace ID

Once you click on run, it will copy the content of non-downloadable report to the new report.
The new report will be downloadable as it has been published via Power BI desktop application.

I did it and I get a succesful run but nothing has changed. What else can I try?

We understand you are facing difficulties downloading reports from Power BI Service , likely due to export and download permission restrictions at the workspace or tenant level.

 

  • If you can download reports from other workspaces but not from a specific one, it is possible that download permissions are restricted within that workspace. Please verify access level to ensure the necessary permissions are in place.

 

  • Additionally, reports with Sensitivity Labels (such as Confidential or Highly Confidential), Row-Level Security (RLS), or those using DirectQuery/Live Connection datasets cannot be downloaded. To enable downloading, ensure the report is based on an Import Mode dataset.
