Report Consumption by Users - Apps or Workspace

Hello

I have about 25-30 users who need access to a Power BI report.  Currently the report is sitting in our Production Workspace.  Is it best to give Direct Access to the report on the Production Workspace or is it best to create an App with that report embedded in it and then handle the security via Audiences?  I was not sure if there is any downside to giving "Direct Access" from the Production Workspace or not. None of the users have a Pro License.

    Recommanded approach is provide users access via APP, This will help you manage access correctly
    Also would recomamnd have a Security group created and add all users in that
